Americans’ ideas of what a “good” citizen looks and acts like have changed over time—as have the legal requirements of U.S. citizenship, and the steps immigrants must take in order to become naturalized. Educators and policy makers in particular have fretted about “Americanizing” populations from diverse backgrounds and promoting civic responsibility and engagement.
